The purpose of this position is to provide maintenance support to the City's Streets Department. This is accomplished by operating heavy equipment, patrolling City streets, identifying problematic roadways, determining the best way to repair roadway and sidewalk damage, retrieving appropriate equipment and tools, filling potholes with appropriate mix, sealing cracks in streets, and repairing sidewalks. Other duties may include providing maintenance support by retrieving all debris from the City's streets, assisting other departments as needed, completing special projects as requested, and interfacing with other City employees and citizens. This position does not provide direction to other employees.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
  • Completes street maintenance by operating various heavy equipment, observing problematic cracks in streets, determining best way to complete repair, preparing crack seal machine, inserting tar into machine, heating hoses, blowing cracks with air to remove debris, rocks and dirt, utilizing crack seal machine to fill cracks with tar, and documenting all work completed.
     
  • Repairs potholes and other damage to City's streets by operating motor vehicle, observing City's roadways, identifying problematic roadway hazards, retrieving appropriate equipment and tools from truck, using a saw to cut around pothole in street, operating steel roller to roll base, tacking outer edges, filling pothole with concrete or asphalt mix to patch street damage, utilizing loader machinery to back drag, raking area to obtain smooth edges, maneuvering steel roller over area to compact mix, and documenting work completed.
     
  • Maintains City's sidewalks by identifying problematic sidewalk areas, breaking sidewalk area, setting forms for new sidewalk, filling with concrete mix, ensuring shape of sidewalk, installing rebar such as dowel bars, operating various equipment and documenting all work completed.
     
  • Maintains City's streets by patrolling streets and related area for litter and debris, collecting debris from streets, greenbelts, right of ways, underpasses and overpasses within City's limits, storing debris in vehicle, operating equipment to clear streets from debris, transporting debris to collection facilities, maintaining log of materials collected, and documenting actions and procedures as required.
     
  • Assists other departments as needed by providing maintenance support to Parks and Recreation, Drainage and Water and Sewer, completing irrigation repair as necessary and signs, buttons and markings activities, working on special projects as assigned, and documenting all work completed.

Job Requirements

Education & Experience
 Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

  • High School diploma or equivalent and no prior work experience.
Other combinations of education and experience may be considered. 

Certification and Other Requirements 
Valid Class C Drivers License and must obtain a Texas Class A Drivers License (CDL) within six months from the hire date.

Overall Physical Strength Demands:
Heavy - Exerting 50-100 lbs. occasionally, 10-25 lbs. frequently, or up to 10-20 lbs. constantly.

Supplemental Information

Reading 

Basic - Ability to recognize meaning of common two- or three-syllable words. Ordinarily, such education is obtained in elementary school up to high school. However, it may be obtained from experience and self-study.

Math 
Basic - Ability to perform the four basic arithmetic operations. Ordinarily, such education is obtained in elementary school up to high school. However, it may be obtained from experience and self-study.

Writing
Basic - Ability to write simple sentences containing subject, verb, and object, and/or series of numbers, names, and addresses. Ordinarily, such education is obtained in elementary school up to high school. However, it may be obtained from experience and self-study.

Receives immediate direction. The employee normally performs the duty assignment after receiving detailed instructions as to methods, procedures, and desired end results with little room for deviation. Close and constant review is given.

Health & Dental Insurance
The City of Allen offers a choice of two PPO Medical Plan options for full-time employees. Vision insurance is included through enrollment in either of these plans. Employees also have the option of participating in an indemnity Dental Plan. Coverage is available to all full-time employees and their dependents under these plans at group rates. Employee insurance coverage goes into effect the first day of the month following 30 days of employment.

Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $250,000 for each benefit.

Long-Term Disability Insurance is provided at no cost to full-time employees.

The City of Allen also offers optional programs that include Short-Term Disability, Voluntary Supplemental Life, Dependent Life and Voluntary AD&D insurance group rates.

Flexible Spending Accounts
Participation in Flexible Spending Accounts through payroll deduction for Health Care and Dependent Care expenses is also available for full time employees.

Wellness Program
The City of Allen administers a wellness program for full-time employees which provides premium reimbursement for participation in various wellness programs throughout the year.

Workers Compensation
All employees are covered by workers compensation for injuries sustained in the line of duty.

Holidays
Employees receive nine paid holidays per year, including one personal day.

Vacation
Employees with less than ten years of service are eligible to earn 120 hours per year.  Employees with ten or more years of service are eligible for 160 hours per year.

Sick Leave
Full-time employees on a 40-hour workweek shall accrue 4.62 hours towards sick leave per pay period. There is no limit to the amount of sick leave hours accrued.

Retirement
The City of Allen participates in the Texas Municipal Retirement System (TMRS): All full-time employees must participate in the Texas Municipal Retirement System. TMRS is a qualified tax deferred retirement plan under Section 401 of the IRS. Seven (7%) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions. The City of Allen also participates in Social Security.

Deferred Compensation
The City of Allen offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.

Longevity
Employees who have been with the City of Allen at least a year receive $4 per month for every month worked.
