The Health, Safety & Environmental Specialist is primarily responsible for implementing health, safety and environmental programs by conducting employee training sessions, performing environmental tests, monitoring compliance with governmental regulations, and providing direction to field personnel in the execution of safety and environmental programs. Ability to respond to calls 24/7 for emergency response

DUTIES AND RESPONSIBILITIES

The following represents the majority of the duties performed by the position, but is not meant to be all inclusive nor prevent other duties from being assigned when necessary.

1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems, and the reporting of workplace hazards and injury or illness arising from workplace activities; observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action.

2. Provides support materials to field personnel to conduct monthly safety meetings.

3. Monitors company compliance with safety and environmental procedures and regulations; investigates incidents and prepares reports detailing incidents.

4. Provides advice and/or technical support to field personnel to help the Company comply with federal, state, and local safety and environmental laws, codes, standards, and regulations.

5. Develops and presents training sessions to field personnel on safety and environmental procedures, sampling techniques, and reporting requirements.

6. Supports the off-site disposal of waste by providing instructions and guidance to field personnel on the proper procedures for manifesting, labeling, marking and packaging of waste prior to removal.

7. Monitors the preparation and maintenance of environmental and safety records and provides guidance to ensure regulatory compliance.

8. Monitors environmental sampling procedures, facilitates communications on sampling issues with laboratories, and coordinates special environmental testing.

9. Monitors the activities of contractors or suppliers conducting projects with environmental exposure and communicates potential or actual problems to company management.

10. Creates and maintains records of company safety and environmental activities.

11. Develops and conducts public education sessions to comply with DOT regulations.

12. Provides technical support to area right-of-way notification and one-call response activities.

13. Plans, coordinates, and conducts area emergency response drills and provides support in the development and maintenance of company emergency procedures and response plans.

14. Provides technical support on the cleanup of spills.

15. Performs emergency preparedness and response duties as defined in the Emergency Response Plan and written procedures for the Company. Duties include executing appropriate procedures to ensure a prompt and effective response to various types of pipeline emergencies, establishing liaison with emergency responders and public officials, and periodically performing and participating in exercises to ensure that emergency response procedures and training are effective.

REQUIREMENTS

Education and Experience:

* An Associate's degree or equivalent in experience and a minimum of three years of experience in health, safety, environmental or field pipeline operations is required. A Bachelor's degree, additional formal training in safety procedures and the development of training programs and a certification(s) in safety is preferred.

Knowledge, Skills and Abilities

* Ability to actively engage in safe behavior and understand and follow the principles and methods related to pipeline and workplace safety as established by the Company.

* Knowledge of emergency and safety procedures, policies procedures, equipment operating parameters, and all applicable DOT, EPA, FERC, DHS and OSHA requirements.

* Ability to utilize computer hardware and a proficiency in the use of word processing and spreadsheet software to manage, record, and evaluate company information.

* Well-developed verbal communication skills are required to provide advice to internal personnel on technical areas and to provide training to internal and external personnel.

* Ability to utilize environmental testing equipment such as line locating equipment, pit gauges, LEL/02 meters, Drager tubes, and Bailers and occasionally the operation of trucks, tractors, and boom and fork trucks is required.

* Well-developed verbal communication skills are required to provide management and employees in the field with information regarding environmental and safety regulations, on-going training, and to interpret policy as well as with external contractors to monitor work, the general public during public meetings, government agencies to gather information and answer questions, and other pipeline companies to exchange information.

* Ability to effectively work and cooperate with supervisors, co-workers and vendors.

* Ability to follow corporate policies and the directions of supervisors.

* Ability to refrain from causing or contributing to the disruption of the workplace.

PHYSICAL DEMANDS

* The position requires a limited amount of physical activity and most work is performed while sitting or standing. Occasional physical activity is required when working in the field and conducting testing or investigating accidents.

* The duties of this position are frequently performed in an outdoor setting, which involves some exposure to inclement weather. Remediation and spill clean-up require the occasional exposure to chemicals, such as gasoline contaminated soil.

Ability to respond to calls 24/7 for emergency response.
